I have recently heard that persons who have a criminal record, of any kind, but already paid their dues to society, are still not eligible for employment with the government and a substantial number of private enterprises.

This matter beckons a rebuttal from official sources. Otherwise, how can we expect these people to avoid falling back into the despondency of criminal life, to the detriment of society?
