EU Foreign ministers have failed to agree on extension of a weapons embargo on Syria, opening the way for some nations to arm rebel forces.

"Yes, we've had some disagreements today but we have have resolved those agreements, I think, on the right basis for the future," British Foreign Secretary Hague said.

Maltese Foreign Minister George Vella said: “At the end we agreed to compromise on another option which all member states could agree on during a meeting that lasted until the early hours of this morning that will enable arms deal with Syrian rebel for civilian protection, supervised and controlled, while maintaining the sanctions in force against the Assad regime, although we do sincerely hope that the Syrian deadlock is resolved diplomatically, hence Malta looks forward to the Geneva conference”.

In Paris, U.S. Secretary of State John Kerry and Russia's Foreign Minister Sergei Lavrov met to discuss the possibility of a peace conference.
