The shadow minister for home affairs, Beppe Fenech Adami, this evening tabled documents in parliament showing that a number of people were listed more than once in the Electoral Register and therefore had more than one vote. 

He said such documents belied statements by the prime minister and Justice Minister Owen Bonnici that all was well at Identity Malta. 

Rather, he said, Identity Malta was in a state of confusion, chaos and abuse.

Speaking in Parliament on the adjournment, Dr Fenech Adami recalled how three weeks ago he had expressed concern that several people had more than one valid ID card and therefore could vote more than once. 

He had also warned that people buying a Maltese passport were being given the vote even though they had no right for one.

Almost 100 people had been struck off after the PN went to court.

The Malta Independent then reported that according to an Identity Malta survey, from a sample of 300, 80 had more than one valid ID card.

The government initially denied the claims, but the justice minister was then forced to back pedal, although no one shouldered responsibility.

But the situation was even more serious.

He had already explained that the last Electoral Register included people who were listed more than once, and could therefore vote more than once, Dr Fenech Adami recalled.

Justice Minister Owen Bonnici had again accused him of inventing stories.

But how could anyone deny anything that was black on white?   

On page 62 of the local councils and European Parliament electoral register, the same person was listed twice, having the same name but two identity cards with different numbers.

One of those ID numbers actually used to belong to somebody else listed in the October 2012 register.

In the general elections register, also issued in October, pages 197 and 219  also showed the same person with different ID cards. 

There was another double listing on page 162. 

These, Dr Fenech Adami said, were verified facts about which one could have no opinion.

This was a very serious and intolerable situation.

The confusion at Identity Malta was such, Dr Fenech Adami said, that problems were being caused to many honest people.

Since he first raised the subject, several people had told him how they had at home received mail addressed to people whom they did not know. This included correspondence from Identity Malta itself calling on these unknown persons to pick up their ID cards.

The confusion permeated to other government departments.

For example, he recently received copies of letters from people who had applied for housing subsidies and were told they were ineligible - because of the confusion, incompetence, and corruption at Identity Malta.

Among them was a person who applied for a Housing Authority subsidy. This person was instead asked by the Housing Authority to explain how, according to the Electoral Register, four other people (with foreign names, see letter above) were living with him.

The Maltese applicant replied that those persons were unknown to him.  

Dr Fenech Adami said the PN would be vigilant to ensure that such abuses did not continue. No one would be allowed to steal the next general election, he insisted.
