Like Paul Mallia (November 21) I too did not receive the voucher for the energy-saving bulbs.

Mid-September I informed the local council and the clerk gave me a telephone number (2295 2295). I phoned this number and was asked for some details which I gave and the person at the other end told me to wait for a reply.

After some weeks waiting for a reply, I phoned the number again and was told that my details were referred to the WSC and that a reply was due from them.

On October 16 I wrote to the Customer Care at WSC via e-mail to which I received a reply on October 19 informing "that to update your records, you need to fill in the form of number of persons which can be downloaded from our website www.wsc.com.mt. When the form is updated you can claim for the bulbs on energyswitch@gov.mt". I downloaded the form, duly filled it and on October 24 I sent it to WSC customer care via e-mail. On November 5 I submitted a claim via e-mail to energyswitch@gov.mt but this was not delivered and I informed WSC accordingly. On November 9, I was asked by WSC customer care whether I sent the form by post to which I replied that the form was sent as an attachment to my e-mail dated October 24.

Again, on November 9, I was asked by WSC customer care to "state account number to check if your form was updated" to which I replied that "the account number was written on the Number of Persons Form which I submitted with my e-mail dated October 24 and that if you had looked up my said e-mail, it would have saved a lot of time, yours and mine".

On November 10 copies of correspondence exchanged with WSC customer care were sent via e-mail to Ministers Austin Gatt and George Pullicino. The e-mail to the latter was not delivered while Dr Gatt's Ministry of did not even bother to send an acknowledgment.

Correspondence, via e-mail, sent to WSC customer care on November 14, 16, 17 and 19 was not delivered.

Through this paper, I would like to inform whoever was responsible for the mismanagement of this scheme, that I have been using energy-saving bulbs for a good number of years and, therefore, I was not eagerly waiting for the free bulbs. This goes to show the crass inefficiency of certain departments and/or corporations.
