I wonder if bullbars, fitted locally on four-wheel drive vehicles, are legal or not because in case of an accident with another car or a pedestrian, they might mean the difference between life and death for the other party.

If they are illegal, why are wardens picking on much less dangerous things, such as mud flaps and fog lamps, while such life-threatening features are left unheeded?
