The pre-budget documents for 2017 will be titled Prosperity with Social Justice, Finance Minister Edward Scicluna told the social partners this afternoon.
Speaking at a meeting of the MCESD, the minister said expectations rose as the economy grew and the government was facing pressures over how to spend its money.
The minister gave an overview of the pre-budget document that will be made public tomorrow.
He said the government wanted to ensure that prosperity was enjoyed by as many people as possible.
It also wanted to tackle grievances that had existed for years, such as issues involving pensions for port workers, Sea Malta employees and government corps.
Prof. Scicluna said an opportunity for growth was knocking as a result of companies seeking alternative jurisdictions outside the UK after the Brexit result.
However, Prof. Scicluna warned the challenge was maintaining growth while ensuring the economy did not overheat, prospecting a 15 year progression towards reaching the average standard of living across the EU.
