The ability of the authorities entrusted with various responsibilities to evade binding commitments is well known. The citizen is always left to wonder how such authorities differ from the much-maligned government departments which they replaced.

I moved to Triq il-Forġa, Naxxar, just under two years ago. The road is in a disastrous state and, in certain patches, one runs the risk of falling into the fields below. On moving there, I enquired with the local council when the road would be made up, and I was told it was incorporated in the Malta Transport Authority's 2006-2008 plan. This same information is given regularly in the local council's newsletter.

On enquiring with the ADT, I was told that "we do not know when the road will be made up, but it is in our plan for the year ending this coming December".

Now, considering that the year-end is only four months away, that specifications have to be prepared, that tenders have to be issued and adjudicated, and that roads are not built overnight, I find it hard to believe that the ADT will honour its commitment.
