Driving around in cars with no air-conditioning in the heat is not pleasant. I had one of those once, and I sympathise. Heat or no heat, however, there is no excuse for driving around with an elbow resting on the window's edge or with an arm hanging out altogether. It's a horrid habit.

Fine, we're not Brits, but both hands should be on the wheel, shouldn't they? What's worse is when the body attached to the hanging arm is engaged in conversation and the limb starts to gesticulate ensuring that mixed messages are received by the driver in the car at the back.

A few of our Boys in Blue, especially as passengers, succumb to the elbow habit. Maybe I'm belligerent, but every time I spot a policeman's protruding elbow, I resist the temptation to drive alongside, attract his attention and point to my elbow. I wonder what the reaction would be? Aren't they supposed to lead by example?

On another note, it was refreshing to read and hear the 'RT' words (registration tax) being bandied about by the government, Opposition, and stakeholders over the past few days. Consumers should hopefully know where they stand by Budget time. It is right that every consumer is able to make an informed choice.

Speaking of which: vintage car owners fared pretty well after negotiating with the government over registration tax and licence fees for the old beauties. Federazzjoni Maltija Vetturi Antiki president Charles Zahra says that in 2003 the government had reduced rates on first registration of classic cars and road tax by half.

The FMVA's 450 members, who own around 1,000 cars between them, still hope however, that they will be able to take to the road more often than they do now, constrained as they are by a 'limited use' clause. Many vintage cars lie around in garages because it is prohibitive for owners to insure several cars plus the family car.

An FMVA proposal, similar to the Swiss model, that would allow owners to have a single number plate that can be affixed on the vintage car in use at the time, has been shot down for the time being. The federation hopes to broach the issue with authorities again soon.
