The European Parliament's Petitions Committee has rejected a petition filed by Alternattiva Demokratika's general secretary Victor Galea claiming political discrimination.

The government had sent a letter to Mr Galea last August informing him that according to Civil Service rules, he could not hold his job as a teacher in a State school while also being an official of a political party.

Mr Galea immediately wrote to the European Parliament's Petitions Committee in Brussels claiming political discrimination.

In his unpublished petition, seen by The Sunday Times, AD's Gozitan official claimed he had been discriminated against as he "has been denied the right to hold office in a political party in Malta because of him being a civil servant".

He told the committee that he wanted to challenge these provisions and stressed that he had always carried out his duties in the Maltese civil service in a professional, unbiased and apolitical manner.

The issue itself had been settled within a few days. The Office of the Prime Minister intervened in the matter and retracted the letter sent to Mr Galea.

However, Mr Galea persisted with his petition in Brussels and failed to inform the committee of the developments.

Examining the petition a few weeks ago, an EP committee decided to send the petition back to the AD's general secretary.

In an internal memo, while describing Mr Galea as someone who "regularly submits petitions to the European Parliament on alleged violations of the EU legislation in Malta," the EP committee decided that Mr Galea's latest claim had nothing to do with the competences of the committee.

"The matter does not come within the European Union's fields of activity. He should consult the Maltese Ombudsman," the memo states.

Contacted by The Sunday Times, Mr Galea refused to answer questions, and said his lawyers were advising him not to comment further on the matter. He insisted that his case was not yet closed as he had not received anything in writing from the government.

A spokesman for the Office of the Prime Minister said that the Principal Permanent Secretary had sent a letter to Mr Galea on September 23 informing him that he was temporarily revoking the letter dated August 7, which related to his political position as AD general secretary vis-à-vis his public service employment.

"The letter was temporarily revoked in light of an internal discussion which is taking place regarding the updating of the Public Service Management Code. The Principal Permanent Secretary has pledged to inform Mr Galea on any updates on the matter."
