I wonder whether a Maltese sociologist could answer this question:

Why is it that 3,000 passengers of different nationalities, travelling on a cruise liner, are able to manage their individual trip booking and programme, while 30 Maltese passengers need a tour leader (or even two) and sometimes a spiritual director is also hired?
