The recent step of giving 16-year-olds the right to vote was an important step towards the recognition that a sense of responsibility and decision-making did not start on the attainment of age 18 but was the result of gradual development from childhood.

Children’s Commissioner Helen D’Amato makes the point in her foreword to her office’s annual report for 2013, laid on the Table of the House by Home Affairs Minister Emanuel Mallia.
