I refer to the item on the VAT lottery covering receipts issued during May 2013.

To win seems unlikely, given that I have been sending my receipts for over a decade and never won anything. To win twice in the same month, as a person did in May, is highly improbable.

But to win twice in the same month with receipts of over €200 in both instances, raking in the maximum prize of €11,647 each time, seems like an impossibility.

This means that the person in question will be awarded more than €23,000 in total.

Is this fair? The least that could be done is for a person who wins to be excluded from the competition so that other people would have more of a chance to win.
