The 2013 Budget underlined that noise management is in dire need of upgrading.

The Noise Abatement Society of Malta (NASoM) is always at the forefront to bring about this change; proof is the inclusion of its proposals in the White Paper; however, without the commitment of the Environment Minister it would have been difficult to achieve this progress. Therefore, we hope that future governments will sustain this progress.

Everyday noise is becoming stressful to the ear and psyche. This state of affairs is due for several reasons, among them:

Noise nuisance is perceived to be at the lower end of police enforcement agenda.

Whenever citizens pluck enough courage to file a report about noise nuisance, their effort, as a rule, is met with exasperating inaction.

Furthermore, the procedure regarding action and follow-up of the complaint by the authorities leaves much to be desired.

• The penalties imposed by the law to deter noise nuisance are inadequate.

• It is encouraging to note that people are becoming more aware that noise is not only a nuisance but also a health hazard. On the other hand, most of us perceive the personal effect of noise nuisance, but not how or when it affects our neighbour.

This is comparable to our perception of cleanliness, our personal environment is squeaky clean but many couldn’t care less about the general environment.

Therefore, noise abatement, in our opinion, depends on two factors: a change of the population’s mindset for the awareness and abatement of noise and revamping of the regulations and rigorous enforcement of the law against noise pollution.

The association has an ongoing ‘noise awareness programme’ with the Education Health and Safety Units. The activities in the programme target teachers, students and parents. Furthermore, NASoM is actively seeking a partnership with local councils and interested organisations to facilitate the dissemination of information to residents and if requested to do so, help abate noise nuisance.
