The Maltese Parliament is currently made up of 69 elected representatives.

It seems that this number is increased by one whenever the Speaker is called upon to use his casting vote, as happened on two recent occasions.

Why is this allowed, when the Speaker was not elected by voters? Surely whenever there is a hung parliament, as in the present situation, a general election is called for. I feel cheated.
