A Żabbar resident has accused the planning authority of delaying a number of pending enforcement notices against Scotts supermarket.
John Cordina’s house is adjacent to the store.
In a judicial application against the authority, he said an application to change use of the building from a wedding hall to a supermarket had turned into an application for “extension of garages”.
He claimed there had been no explanation for this.
The supermarket had been slapped with several enforcement notices – of these, three were still pending 17 years later, he said.
A car park, underground store and supermarket extension had all been built without the necessary permits.
He accused the authority of breaching his rights by its failure to take action.
