Lower St Elmo, in Valletta, will be given a facelift today as about 90 tons of waste is being removed in an initiative by the Cleansing Directorate within the Infrastructure Ministry and the Grand Harbour Regeneration Corporation. The waste has accumulated over a number of years and includes carnival float remains, construction waste and furniture. Carnival enthusiasts will help in the operation. The area was used as officers’ quarters under the British and for the filming of Midnight Express in 1978.
