Can somebody tell me why Italian-registered cars don’t get wheel-clamped, don’t pay fines and don’t get towed away for parking on double yellow lines?

Over 12 months ago I filed a report to the Marsascala local council and while I was in the office they phoned the police about an Italian car parked at a cross roads on double yellow lines all day.
The police wanted to know where the driver lived and I found out who it was. This was reported to the police. One year on, this black Polo and its mate, a Smart car, are still allowed to park on double yellow lines.
Let us all do that and see where it gets us. The wardens would run out of tickets and there would not be enough wheel clamps or tow trucks to go round. The island would be full of parked cars in the wrong places.
I would like someone to reply, Transport Malta perhaps? (Ha, ha.)
