The story about the villa bought by the San Ġwann local council just a day before the local council election, which saw parts of the ceiling collpase, suggests one of two options.

If the local council had been unaware of the serious structural defects of that villa, as the defects were totally hidden, then the local council has the legal right to ask the court to annul the contract and get a refund for the money it has already paid.

On the other hand, if the Nationalist Party-led council had known of the structural defects but still decided to go ahead with the signing of the contract, then those councillors who approved the purchase should be held responsible, if this is legally possible.
