What are Maltese consumers’ rights when they decide to return goods to a shop?

Most countries allow returns within a stipulated time frame and they refund you with the money on presentation of the receipt. Obviously, sale items and certain personal clothing like underwear cannot be returned.

So why do shops in Malta only offer a credit note (if you are lucky), which, in most cases, has to be used by a particular time? What makes Malta so different from other EU countries?

Is it legal for a shop owner to decide that no refunds are to be given? If this is legal then the public should be made aware of it.
