Labour MP Marlene Farrugia has cautioned against the presidency becoming an extension of the social policy ministry under a blueprint proposed by the Prime Minister.

She told The Sunday Times of Malta in an interview that policy-making was a job for the executive.

“I don’t agree that the presidency should become an extension of a ministry,” Dr Farrugia said when asked about the impending appointment of Marie-Louise Coleiro Preca.

When Joseph Muscat formally announced Ms Coleiro Preca’s nomination for the post of President, he spoke of an expanded remit.

Dr Muscat identified a number of agencies in the social field, which currently advise and report to the Social Solidarity Ministry that will be taken under the new President’s wing.

No details were given as to how this proposal will work and whether legal changes would be necessary to make this possible, but eyebrows were raised at what appeared to be an overlap between the redefined presidency and government’s social policy arm.

Dr Farrugia’s partner, Health Minister Godfrey Farrugia, has been touted as a possible replacement for Ms Coleiro Preca – currently Social Solidarity Minister – in the forthcoming Cabinet reshuffle.
