The opposition was in favour of the Education (Amendment) Bill but as it was a money Bill, it would be voting against it, opposition spokesman on education Evarist Bartolo said on Wednesday.
Continuing the debate on the Bill in second reading, Mr Bartolo said that the Bill analysed the licensing and crediting of educational institutions to safeguard the interests of young people. There had been cases where students had been awarded certificates which were not accredited.
He said the National Commission for Higher Education had to be proactive and take initiative in analysing advertising and the way institutions presented their courses. There had been cases where a minister was invited to the opening of an institution to give the impression of its credibility.
However, the Bill would not be improving the quality of education. It was important for institutions to hold a culture of good quality education, he said.
