We often see heavy congestion and blocked roads when two drivers are involved in a traffic accident. I have seen traffic being completely blocked for two hours when the damage only consisted of a scratch or a light dent.

In all other European countries, drivers move away from the accident spot and fill in the European accident report form. In Malta, drivers prefer to block the traffic – ignoring other motorists and sometimes forcing them to take one-way streets, absolutely unheard of in other countries.

Why can’t they fill in the European accident report form? Is it simply to justify the existence of the wardens? Is it because they do not know how to fill in such an easy form? Is it because insurances do not know how to deal with it?

It is really puzzling to see Malta is once again an exception in Europe as though people had too much time to waste.

To support such an attitude, some even claim that insurance laws are different. Sometimes you wonder what Malta has gained from joining Europe.
