Children as young as 16 could be given licences to use horse-drawn carts on side roads if proposals to regulate the sector go through, Times of Malta has learnt.

The policy, drafted by the Animal Welfare Council, has also set specific routes for horse-driven carts. These would exclude arterial roads, with the exception of Sunday mornings, and form a network of side roads across the island.

While owners of horse-drawn cabs (karozzini) are obliged to be licensed and insured, private horse owners at present need no form of permit to use carts.

The carts will also have to be insured.
