I am a retired British chartered accountant. I acquired my property in Malta in 1990 and understood that the law required a two-tier system of payment for utilities.

But since Malta joined the European Union in 2004 and agreed to abide by all its rules, regulations and laws, why should EU citizens in Malta be treated differently from the Maltese?

One does not need to take cases to court to be resolved, as in the recent case of VAT on car registration. It is ironic that Fortunato Said made an excellent suggestion (The Sunday Times, September 23) for a storm water master plan, but is expecting this to be funded by the EU. I agree it should be, but are EU citizens (except Maltese) not already contributing by paying higher charges, while the benefit will be to Maltese EU citizens too?

I am encouraging the British Residents Association to take up this issue and also urge other EU citizens do the same with their organisations.
