Henry Miller served as the first secretary to the Public Service Commission from August 5, 1960 to March 24, 1969, nine very eventful years that set the solid foundations for the commission’s policies, procedures and regulations while asserting its position as a constitutional institution.

On the occasion of the 50th anniversary since the establishment of the PSC, the undersigned, together with two other senior officials, visited Mr Miller.

He was a pleasure to meet and to discuss with him his early experiences.

As expected, Mr Miller still had a variety of interesting recollections and anecdotes on the early years of the commission.

He fulfilled his tasks professionally as records clearly indicate.

Well over 100 years old, Mr Miller was very clear in his views, had quite vivid memories and could keep a stimulating conversation with visitors. We found that he still thoroughly enjoyed reading, listening to classical music and watching opera (he treasured a collection of videos).

As a memento of our visit, we presented him with a lavishly illustrated book about major events during the last century. And he immediately reacted to a number of events while going through the book.

It was a pleasure seeing him in good health for his age and being well looked after by dedicated staff at the Holy Family Home in Naxxar.

May he rest in peace and keep smiling.
