CSKA Moscow have reached an agreement with Flamengo over the transfer of forward Vagner Love.

Reports said that the Brazil club will pay the Red Army side €9.7 million in three installments for the services of the 27-year-old who has been playing for CSKA since 2004.

“We have reached an agreement with the Russians,” Flamengo chief Michel Levy said.

Vagner has scored 117 goals in 244 games for CSKA but recently said he wishes to return home.

Chelsea close to De Bruyne deal

Chelsea are in talks with Genk over the signing of Kevin de Bruyne. The 20-year-old has been on Chelsea’s radar for some time and could be a Blues player by the end of the week after Genk director Dirk Degraen flew to London for talks.

If a deal is completed, it is anti-cipated the midfielder will be loaned back to Genk for the rest of the season.

“Dirk Degraen is in London and the expectation is that it (the transfer of De Bruyne) will be finished this week,” a Genk spokesman said.

“The assumption is that Kevin de Bruyne will be transferred to Chelsea and then will finish the season (on loan) at Genk.”

Portsmouth face uncertain future

Portsmouth are once again facing an uncertain future after HM Revenue and Customs issued a winding-up petition against the club over an unpaid tax bill.

HMRC sources confirmed to Press Association that the petition over the unpaid bill, which the club’s administrator says is for the amount of £1.6 million, had been sent to the troubled Champion-ship club.

It is not the first time in recent years that Pompey have run into financial difficulties.

In February 2010 they became the first Premier League club to enter administration with debts of around £60 million and were deducted nine points, which saw them relegated from the top flight.

Scotland boss targets Stewart

Craig Levein is trying to convince Hull City winger Cameron Ste-wart to opt to play for Scotland rather than England.

The Scotland manager is interested in recruiting the 20-year-old former Manchester United youth player, who has already represented England from under-17 to under-20 level.

But as Stewart’s mother is Scot-tish, Levin hopes to persuade him to make the switch.

“We have spoken to Cameron,” Levein told reporters.

“Mick Oliver (Scotland team scout) has done a lot of the work and we’re keeping an eye on him.

“There’s an ongoing dialogue. He has made us aware he would be interested.”

Wenger should go – Rwanda chief

The growing army of Arsenal fans who argue that Arsene Wenger has served his time received heavyweight support from one of the club’s most high-profile supporters: Rwandan President Paul Kagame.

The former rebel leader, who once received a signed banner from Wenger for his birthday, wrote on twitter: “I very much support Arsenal – but to be honest Arsene Wenger needs to coach another team now and Arsenal needs another man in charge.

“When a good team (players) and a good coach fail for long to deliver, one of them has to change, or even both!”

No offers for Jelavic – McCoist

Ally McCoist claimed Rangers have still not received any offers for Nikica Jelavic.

The Ibrox boss confirmed at the weekend that informal talks between chairman Craig Whyte and his West Ham counterpart David Sullivan had taken place.

The Croatian has also been linked with Liverpool, West Bromwich Albion, Fulham and QPR.

McCoist told www.rangers.co.uk: “We have absolutely not received any bids for Nikica or indeed any of our players at all.

“No offers have been put in from any clubs.

“That’s where we are at the moment. Sam Allardyce and I have spoken on the phone and had a conversation which will remain private.”

Caceres poised for Juve return

Martin Caceres was expected to travel to Turin yesterday to undergo a medical ahead of his touted return to Juventus, reports said yesterday.

According to La Gazzetta dello Sport, rumours Juventus had agreed a deal with Sevilla over the Uruguayan’s transfer were true.

The Bianconeri are expected to pay €1.5 million to sign Caceres on loan initially, with the option to make the transfer permanent in the summer for a further €8 million.

Caceres spent the 2009-10 campaign at Juventus on loan from Barcelona but the Serie A leaders decided not to keep the player at the time.

The Uruguyuan then moved to Sevilla.
