Would somebody such as Transport Malta or the police kindly mount an educational campaign advising drivers of vehicles equipped with fog lights not to drive with these lights on except on foggy days, which in Malta is a rarity.

From my experience, the vast majority of owners whose vehicles are equipped with fog lights go about with four front lights switched on (two headlamps and two fog lights) with the result that drivers coming from the opposite direction are nearly blinded, especially now that the rainy season is imminent and when driving on wet roads.
