Are gamblers, alcoholics and cigarette smokers sent to prison because of their habits? The answer is no.

Then why does a drug addict, who is committing a slow suicide after obviously stealing to fund his addiction, find himself in a cold, dark cell?

These people are sick but as yet we have not recognised this fact. I doubt we ever will.
