Can somebody explain why it is that when one leaves a motor vehicle properly parked but with an expired windscreen licence, even by a few days, and a warden happens to notice this, the car is issued with a contravention ticket, when no ticket is issued for motor boats on their trailers parked on the same stretch of road during the winter months? The trailer, after all, takes up even more precious space than a car.
