Parliament will this evening discuss the Delimara project in a three-hour debate, the Prime Minister announced yesterday.

Dr Muscat was replying to Opposition whip David Agius following a ruling by Speaker Anġlu Farrugia that once the House Business Committee decided an issue was to be discussed in plenary, the Standing Committee for the Environment and Planning Development could not discuss it.

The ruling came after a request for direction on whether the committee could discuss the environmental impact assessment on the Delimara project

The Speaker said committee chair Marlene Farrugia’s decision to ask him for a ruling was “intelligent and professional”.

He said the standing committee had been set up by the House under the Development Plan, not under the Standing Committees Act, and could not therefore discuss government capital projects.

Ms Farrugia voiced an opinion in favour of having a discussion on Delimara within the committee, disagreeing with other government MPs over the matter.
