The man slated to head the civil service has told unions that Government departments must be of service to the people and not the other way round.

Mario Cutajar, the designate principal permanent secretary who was once the General Workers Union’s deputy secretary general, told Forum, a trade union confederation, that he wanted the civil service mentality to change.

In the first such meeting by a principal permanent secretary with the council of Forum yesterday, Mr Cutajar said civil servants had to be given the space to develop their skills.
