In 2010, the UK enacted a Bribery Act and even postal workers are being warned to be careful over gifts and tips from customers this Christmas amid concerns about bribery charges. The least that might be subject to corruption, postmen and women have been told that they must not accept money or presents worth more than £30 from the more generous customers on their round. They have been reminded that a bribe is not just about money, it could be any gift, hospitality or favour. (vide: http://www.legislation.gov.uk/ukpga/2010/23 ).

Having said all this I must ask two pertinent questions: (a) How many in Malta do in fact give a tip to the hard-working postman, woman? (b) Does the government envisage such an act to avoid corruption, and even to reduce the high percentage of perceived corruption?

Many years ago I had formed part of one of the largest manufacturing companies in Malta. As was expected of me I was always helpful to all our suppliers and clients. Nevertheless, it was a surprise when a particular company wanted to offer me a costly domestic appliance. I had immediately referred the subject to the chief executive who came out with what to me looked to be a strange solution, namely: The gift had to be offered to all those in managerial positions or, at most, all of us could be offered wholesale prices, but we still were expected to pay out of our own pockets. I did not agree with such a decision as it could still lead to corruption. As a compromise it was agreed that all gifts received during a particular year had to be pooled and distributed among all the employees through a raffle.

I thus make a public plea to the Prime Minister and his Cabinet. Take action to eliminate all possible forms of bribery. Other countries have already done it. Will Malta have the courage and fortitude to do the same?
