The police academy will be transformed into a college and the law would be changed to make it happen, Home Affairs Minister Manuel Mallia said yesterday.
The aim was for training at the college to be recognised as an educational qualification.
This would ensure that training would be offered on a professional level as it would involve full-time lecturers who were not members of the police force.
Dr Mallia said the decision followed talks between the ministry, a former chief superintendent at the London Metropolitan Police, John Lewis, and educational expert Charles Caruana Carabez.
They agreed that the college would be administered by a board made up of a chairman, a deputy chairman, the Police Commissioner and two experts.
The college would have its own budget that would be distinct from that of the police force.
