When the House of Representatives meets this morning, members will have their names called by the Clerk in no less than 16 divisions to approve clauses, amendments to clauses, two Bills and the financial estimates of three authorities and three corporations.

The first vote on the agenda is that on an opposition no confidence motion in Education Minister Dolores Cristina because of the European Commission's decision last month to take precautionary measures on the implementation of the Lifelong Learning and Youth in Action Programme in Malta and to suspend these programmes for 2010.

The opposition had also asked for a vote on Clause 21 of the Motor Vehicles Registration and Licensing Bill and Other Laws (Amendment) Bill. During the second reading of the Bill earlier this month, Labour whip Joe Mizzi objected to the fact that the clause would wipe out Clause 27 of the principal Act and as a consequence, the House would no longer have the chance to debate Transport Malta.

Four amendments to Clause 34 of the Environment and Development Planning Bill, commonly referred to as the Mepa Reform Bill, will also be put to the vote. The clause deals with the Standing Committee on Environment and Development Planning. In committee stage, the government moved an amendment to the clause so that the committee would not be chaired by the minister but it did not accept an opposition amendment to have the committee modelled on the House Public Accounts Committee, where the government has the majority of members but the chairman is nominated by the opposition.

The members will also vote on the 2010 financial estimates of the Housing Authority, the Malta Tourism Authority, the Malta Environment and Planning Authority, the Employment and Training Corporation, the Water Services Corporation and Enemalta Corporation.
