A group of 13 officers from the Libyan Air Force and Navy graduated from the Armed Forces of Malta’s Maritime Safety and Security Training Centre having successfully completed a search and rescue on-scene coordinators course.

Spread over two weeks, the course provided the Libyan operational personnel with a solid understanding of the processes used in planning and coordinating SAR operations on the scene of the incident.

This course, tailored to the specific needs of the Libyan armed forces focused on:

-     Coordinating operations at sea

-     Planning a search and rescue plan in the absence of the search and rescue mission coordinator

-     Modifying the search plan as situation dictates

-     Monitoring the performance of facilities on-scene

-     Coordinating on-scene communications and communications with rescue coordination centres

-     Ensuring that operations are conducted safely by judging and performing Operational Risk Management.

-     Receiving and evaluating information

-     Caring for the survivors

The Libyan military officers received training that is of generic applicability and not limited to any particular national structure or organisation. The idea is to support international cooperation and standardisation in search and rescue operations of persons at sea.
