I write in connection with the report ‘Subject all drivers to penalties’ (August 20) and to views expressed by Adrian Galea, the director general of the Malta Insurance Association.

While I agree in principle with the suggestions made by the correspondent and, in particular, to the view that the point system should apply to all drivers, I believe however, that there is at present absolutely no control on motorists who drive without a valid licence or who have had their licence suspended.

The police and the wardens have no effective way of monitoring such a situation unless the offender is involved in some serious traffic accident that demands the presence of the police/wardens.

Likewise, insurance companies have no way to monitor whether or not a driver has been involved in a traffic accident or committed a contravention. A system should be implemented whereby such information is made readily available to insurance firms.

As a way forward can I suggest that the law is changed such that if a motorist has had his driving licence suspended the vehicle involved in the contravention or accident (whether it belongs to him or not) is confiscated by the police and garaged at the offender’s expense for the whole period of the suspension.

Such measures, however draconian, may well help towards ensuring that drivers keep within the limits of the law.
