Can someone explain to me why in this day and age, Malta does not have a crematorium?

I read in The Sunday Times of Malta of July 3 that gravediggers face deadly health risks when ‘cleaning’ graves. How is this possible in this day and age? And what happens to these remains once they and the coffins or what is left of them are dug up? How they are then disposed of?

Surely the time has come to allow a crematorium.
