Is it legal for the government to transfer the land on which the Gozo General Hospital is built to third parties since this land is not totally its property?

The land in question was expropriated through a declaration issued by the then governor general of Malta, Sir Maurice Dorman, on August 29, 1969. Some of the rightful owners of this land have not yet been compensated 47 years on.
