Both Dr Mizzi and Mr Schembri have admitted to setting up a trust in New Zealand and a company in Panama.
The Panama Papers leaks have also revealed that Dr Mizzi and Mr Schembri had tried to open bank accounts in several countries.
Dr Busuttil said this was another moment calling on the people to unite and speak out against a Prime Minister who did not want to listen.
