Prime Minister Joseph Muscat has carried out the third reshuffle in his first legislature. In a move aimed at placating public anger over the Panama Papers scandal, he has stripped Konrad Mizzi of his portfolios but retained him as a minister, while keeping Keith Schembri as his chief of staff.

Meanwhile, he has appointed three new ministers.

Opposition leader Simon Busuttil branded the exercise a "farce".
