In my view, Enemalta’s upcoming foray into Montenegro suggests an economy which is in its final development phase.

Historically, the Maltese people have always ‘exported’ their savings; they still do.

For decades, they exported their produced goods and services; and they still do.

Now, we are about to export the ‘knowhow’ acquired chiefly as a consequence of government policies directed at commercial associations with carefully-selected countries, some non-EU but desirous of dabbling in its market.
