The Local Enforcement System Agency (Lesa) assumes the role of regulator on Thursday.

The government said in a statement this was another step forward  towards a better enforcement system at local level.

The system had to move from one synonymous with tickets to one that was fairer.

The agency, the government said, would be assuming full responsibility for the general supervision and control of units, divisions and sections, develop the necessary strategies for the implementaiton of its objectives, implement other duties assigned by the minister, provide for the enforcement of  laws and regulations falling under regional committees, local councils or authorites and revise the responsibilities falling under local enforcement.

The agency, headed by former acting police commissioner Ray Zammit, would also see to environmental enforcement.

Emphasis was to be placed on training for wardens not to remain limited to traffic contraventions but to also cover other sectors that were important for the community, such as traffic control near schools.
