Can anybody translate a Transport Malta sign, as indicated below, in proper English? As it stands, I am afraid it does not make any sense.

“150 minutes parking.

No return within an hour”

As it is, I understand it to mean that you are prohibited from going back to your car before an hour has gone by.

I have never seen such a sign anywhere else in the world, so it must be a Maltese specificity…
