While the debate rages about development in ODZ areas and the location of the American University, it might be a good opportunity to address the issue of the hundreds of rotting and collapsing buildings littering Malta and Gozo.
The right to peaceful enjoyment of property can be overridden by State expropriation and now is the time to take action.
These decaying buildings are a danger to public health in that they may collapse onto the street. They also harbour vermin.
They should be bought by the State for sale at public auction with the new owner giving a guarantee of restoration and occupation within two years.
Some of these buildings are large villas that could easily be converted into university departments and student accommodation. There seems little point in continuing with new development when there is so much raw material already in existence with which to work.
ODZ should remain just that and those who get enjoyment of property through watching it deteriorate and collapse will be able to enjoy money instead.
