The following are the top stories in the Maltese and overseas press.

The Sunday Times of Malta says Friday's murder at San Blas could have been a contract killing.

MaltaToday says the No camp has a lead of seven points in the referendum on Spring hunting.

The Malta Independent on Sunday says US investors may be entrusted to run the Gozo hospital and St Luke's.

It-Torca says 100 have been struck of the unemployment register for benefit abuse. 

Il-Mument focuses on the installation of Archbishop Charles Scicluna yesterday.

KullHadd says this is the Ides of March for Simon Busuttil.

Illum also leads with the formal appointment of the new Archbishop. It also reports that Raymond Caruana, killed on Friday, was shot six times.

The overseas press

France 24 reports European powers and the United States have welcomed renewed dialogue between Libya’s rival political factions, amid UN-mediated talks aimed at reaching an agreement to form a unity government in the strife-torn country. In a joint statement, France, Germany, Italy, Spain, Britain and the United States urged the participants in the talks to “enter into the discussions constructively and in good faith in order to reach agreement as quickly as possible”.

Al Jazeera quotes the internationally recognized Libyan government saying loyalist forces had launched an offensive to “liberate” Tripoli, seized by Islamist-backed militia last summer. The Libyan air force, under the command of General al-Khalifa Haftar, conducted raids against Tripoli international airport, a military base nearby and against some neighbourhoods of Tripoli.

The New York Times reveals the Islamic State has posted online what it says are the names, US addresses and photos of 100 American military service members, and called upon its “brothers residing in America” to kill them.  

Il Mattino reports Pope Francis has urged residents of one of Naples’ most violent and drug-infested neighbourhoods not to let organised crime and corrupt politicians rob them of hope. On a day-long trip to the southern city, he addressed a crowd in the notorious Scampia neighbourhood, a stronghold of clans of the Camorra, the Naples version of the Sicilian mafia.

Le Journal du Dimanche says polls predict that the far-right National Front will be in the lead at today’s local elections in France. More than 4,100 representatives for France’s 101 regions are to be elected.  

El Pais reports thousands took part in a “march for dignity” in Madrid  to protest against austerity measures on the eve of a closely-watched regional election in southern Spain. “Bread, work, a roof and dignity” read a large banner as a group of demonstrators made their way through one of the richer areas of the capital before joining up with other protesters at the Plaza de Colon square.

The Lancet quotes WHO statistics which reveal that Tajikistan, Russia and China are the top three consumers of alcohol in the world. Ireland, along with Germany, came in fourth place with 14.7 litres of pure alcohol consumption per drinker in a year. Tajikistan, the country with the world’s heaviest drinkers, consumed 30.3 litres, those in the UK 13.8 and US 13.3 litres.
