In olden times theft was rampant and punishment was harsh, including long prison sentences, forced work on ships, exile and even death. There are documented cases of severe punishments for people who just stole a loaf of bread.
However, there were many thieves because the root cause of the problem was not tackled. Then somebody thought of social services and the number of thieves went down drastically.
Theft increased again, however, when drugs were made illegal. That’s why I believe that drugs should be decriminalised but considered anti-social through continuous campaigns.
Young hunters may enjoy hunting because they have happy memories of hunting in the company of their loved ones. So instead of passing prohibitory laws, this generational solidarity needs to be phased out and something else introduced.
I suggest that hunters who encourage their children to take up some other hobby should be rewarded by having their hunting fee halved.
Many laws are effective not only because they are enforced but because the large majority of the population agree with their need.
