My cousin is a resident at St Vincent de Paul home for the elderly. She is bedridden and asthmatic and often has to endure the inhalation of smoke which somehow finds its way into her ward.

On bad days, the smoke triggers her asthmatic attacks. One would expect that a hospital, of all places, should be absolutely free of smoke.

However, complaints to the authorities have gotten nowhere.
