We have been promised a new warden system, one where instead of having some wardens playing the game of hide and seek, it would be one which educates the people first and then, if necessary, applies the law.

Last Tuesday, while walking along Eucharistic Congress Road in Mosta at 6.45am, I counted no less than 14 black garbage bags near doors.

In this locality, only the recycling bags are collected on Tuesdays. This means the black bags stay there until they are collected on Wednesday evening.

This is not an isolated case. In Mosta, the council provides a very good waste collection service, whether it is for the black bags, the ones for recycling or bulky refuse. Scavengers are also provided who, I presume, have a timetable to follow.

However, litter can be seen in the streets thanks to irresponsible people who don’t care to abide by the rules and who throw away unwanted stuff wherever they like.

To keep the place clean, the council has to fork out money which otherwise could be better used, for example, to embellish the locality.

Residents rightly complain, especially when in their vicinity all sorts of rubbish is left around bring in sites, including food leftovers and animal bones which attract rats.

This has been brought to the attention of the council quite often. The place is cleaned only to be littered again.

Something has to be done by the council to avoid such inconvenience to the residents.

A CCTV system would cost money but if installed at particular spots it could catch the culprits. And while on the subject of law breaking, I would like someone to enlighten me about the law against leaving heavy vehicles on the roads during the night.

If it exists, wardens can give a helping hand here too.
