The Budget debate starts in earnest in Parliament next Monday, when the focus shifts to the expenditure items listed in the Financial Estimates 2015, distributed with the Budget yesterday.

The Estimates provide, among other things, the funding which Parliament itself needs to rent its new offices and Chamber next year - €3.6 million.

€4.5 million are being set aside for the hosting of the Commonwealth Head of Government Meeting (CHOGM) next year. The funds will be administered by the Office of the Prime Minister, whose allocations also include €100,000 for the new National Security Accreditation Authority.

The Electoral Office, which also falls under the Office of the Prime Minister, does not include provisions for the holding of a hunting referendum. Funding would probably be appropriated after the event, if it takes place.

The Office of the Deputy Prime Minister has an allocation of €3 million for the preparations for Malta to assume the EU presidency in 2017.

The Ministry of Education will spend €8 million on the free childcare scheme on the first full year of its implementation.

The Foundation for Tomorrow's Schools has an allocation of €13 million for school construction and maintenance, twice that of last year.

The Environment Ministry gets €5 million for the new Environment Authority, which will group the environmental functions of Mepa.

As announced in the Budget speech, the Transport Ministry has allocated €23 million as a subsidy for the bus service. It also has an allocation of €1 million as a public service obligation for maritime transport - with the government having announced it wants to improve sea transport to Valletta.

€11 million are going for road building, with one of the biggest projects next year being the Kappara junction.

€500,000 have been earmarked for the restoration of the Tritons fountain in Valletta. Funding for upgrading of tourism areas under this ministry drops to €800,000 from €1.12 million last year.

The Gozo Ministry has an allocation of €1.5 million for a mooring system at Xlendi Bay, where a considerable amount has already been spent on a buoy which was never used. €400,000 are allocated for a home for the elderly and another €400,000 for a new law courts building in Gozo.

€2 million from the funds under the Economy Ministry will be spent on the Expo Milan 2015 fair.

The Health Ministry has allocated €1 million for infectious disease units, underlining preparations for possible Ebola cases. There are €3.2 million for the new oncology hospital.

The estimates for the Ministry for Home Affairs show projected revenue of €15 million from what is titled as Individual (International) Investor Programme.

Social Benefits remain the biggest spending items. €441 million will be spent on pensions next year fro €425 million this year. €119m will go for widows' pensions. Children's allowances will take €42.5m, same as this year.
