Why has this happened?

Old survey sheets show that this was the entrance to one of Santa Venera’s most extensive formal gardens, possibly dating to the late 18th century.

Why hasn’t at least the gate been restored, quite a few years after the flats behind it were built?

Has the structure been left like this on purpose in the hope of it collapsing?
